NPGRC

          Plant genetics are important resources to supports for food security, food industry, agricultural development and biotechnology. Moreover, conservation of plant genetic diversities are encourages to utilization for development of Thailand in the future, which is not only protects a valuable natural inheritance for our country but also conserves for the world. These plant genetic resources should  have the process to preserves for sustainable utilization. Therefore, Department of Agriculture (DOA, Thailand) cooperates with National Science Technology and Innovation Policy Office (STI), Kasetsart University (KU), other educational institution, and others in order to manage and support to establishment of National Plant Genetics Resources Center for integration in conservation of plant genetic resources of Thailand.

          The Ministry of Agriculture and Cooperatives realizes the importance of conservation of plant genetic diversity resources. This mission is performed by Department of Agriculture (DOA) to contribute for food security, food industry, agricultural development and biotechnology, which have been correlated with the Thailand 4.0 policy. National Plant Genetics Resources Center (NPGRC) is implemented by the integration of several organizations that corresponds as 1) the goal of the 20-year National Strategy of Thailand (the stability of natural resources and environment, competitiveness enhancement and environmentally friendly growth), 2) the strategy of Ministry of Agriculture and Cooperatives (Strategy 3: Efficient, balanced and sustainable development of agricultural resources) and 3) the strategy of Department of Agriculture (Strategy 3: Biodiversity of Department of Agriculture).

         The Ministry of Agriculture and Cooperatives collaborates with several plant genetics conservation organizations including plant breeding, plant genetic evaluation and databases from educational institution such as Kasetsart University, Khon Kaen University and Maejo University etc. Thus, Ministry of Agriculture and Cooperatives assigned the committees of the model scheme project that beyond to success of   National Plant Genetics Resources Center (NPGRC), which the committees were divided into two groups as 1) the board of committee for establishes the National Plant Genetics Resources Center (NPGRC) project and 2) the steering committee for establishment the National Plant Genetics Resources Center (NPGRC) project.

1. The board of committee for establish the National Plant Genetics Resources Center (NPGRC) project

         This committee comprises the permanent secretary for agriculture and cooperatives (the chairman of the board) and other committees as general director and secretary from internal and external of the Ministry of Agriculture and Cooperatives.

Authority and Function

1. Set a policy, strategy, operation and set a model scheme for the National Plant Genetics Resources Center (NPGRC) project
2. Operation to encourage the action and function of related organizations to agree with the goal of national strategy
3. Monitor, control, resolve on operating systems and performance evaluation
4. Appointment committee and subcommittee or working group in order to propose the model scheme of the National Plant Genetics Resources Center (NPGRC) project and submit to the council of ministers of Thailand for consider the government budget

2. The steering committee for establishment the National Plant Genetics Resources Center (NPGRC) project.

         This committee includes the Director General  of Department of Agriculture (the chairman of the board), deputy Director General of Department of Agriculture and deputy secretary general from internal and external of the Ministry of Agriculture and Cooperatives.

1. The situation analysis, knowledge, technology, human resource development of organization to supports the National Plant Genetics Resources Center (NPGRC) project
2. Analysis of strengths, weaknesses and opportunities for develops the National Plant Genetics Resources Center (NPGRC) to related with the goal of National Strategy and the strategy of Ministry of Agriculture and Cooperatives
3. Analysis of function and strategy that suitable for the National Plant Genetics Resources Center (NPGRC) project.
4. The draft the National Plant Genetics Resources Center (NPGRC) project to the board of committee for propose to the council of ministers of Thailand for consider the government budget
5. Monitor, control, resolve and set the other subcommittee for the best operation the National Plant Genetics Resources Center (NPGRC) project
6. Other operations based on committee consideration

         Notification on Appointment of the board of committee for propose the draft and budget of the National Plant Genetics Resources Center (NPGRC) project, has accepted at notification 33/2018 on 30 January 2018 from the Ministry of Agriculture and Cooperatives through Mr. Grisada Boonrach (Minister of Agriculture and Cooperatives). The Director General  of Department of Agriculture operated as the chairman of the board of this committee.
